We are writing to you on behalf of the Bosnian community of Canada, especially those who were victims of genocide in Bosnia and Herzegovina, and on behalf of their Canadian friends - those who strive for the truth of the Bosnian experience to be heard and for justice to be attained for this group.  In 2010, the Canadian parliament unanimously passed the motion for the Canadian Srebrenica Remembrance Resolution. In doing so, Canada acknowledged that genocide took place in Srebrenica in July of 1995. For this, we would like to thank you all on behalf of Canada’s Bosnian community. This coming July 11 will mark the 20th anniversary of the Srebrenica Genocide. We are requesting your support for declaring July 11 as Bosnian Genocide Remembrance Day in Canada. We would like this to be a day on which the victims of the Bosnian Genocide of 1992 to 1995 be remembered and honoured by the people of Canada.

The Canadian Bosniak community is not familiar with the proposal of motion M -  587 until April 22, 2015. The Srebrenica genocide is not included in this motion.

FIRST INFORMATION OF THE MOTION M- 587 INTRODUCED BY MP BRAD BUTT

I am the legislative assistant to Member of Parliament Irwin Cotler, and I would like to discuss a motion that is currently before the House of Commons. The motion, known as M-587, has been introduced by MP Brad Butt, and it is likely to be debated and voted upon in the coming days. The text is as follows:

That the House: (a) re-affirm its support for (i) the Holocaust Memorial Day Act, (ii) the Armenian genocide recognition resolution adopted on April 21, 2004, (iii) the Rwandan genocide resolution adopted on April 7, 2008, (iv) the Ukrainian Famine and Genocide (“Holodomor”) Memorial Day Act; (b) call upon the government to honour the victims of all genocides by recognizing the month of April as Genocide Remembrance, Condemnation and Prevention Month; and (c) acknowledge the associated commemorative days of (i) Yom ha-Shoah (Holocaust Memorial Day), as determined by the Jewish Lunar calendar, (ii) Armenian Genocide Memorial Day on April 24, (iii) Rwandan Genocide Memorial Day on April 7, (iv) Holodomor Memorial Day on the fourth Saturday in November.

Mr. Cotler was surprised that Srebrenica Remembrance Day was not included, and Mr. Butt’s office tells me that it was left out at the request of the CNAB. I gather there was concern that including it in the motion would complicate passage of Bill C-533, which would have established Srebrenica Remembrance Day under Canadian law. However that bill became defunct at the time of the last election, and there is no similar bill currently before Parliament.

Thank you for contacting us and alerting  us of the fact that the Srebrenica Remembrance Day was not included in the following language of motion M-587 introduced by MP Brad Butt.

 “That, in the opinion of the House, the day of July 11 should be recognised as Srebrenica Remembrance Day in memorial of the Srebrenica Massacre of July 1995, in which more than 8,372 Bosniak men and boys were executed, declared an act of genocide by the international Criminal tribunal for the Former Yugoslavia and the International Court of justice, and 25,000 others were forcibly removed from their homes by Bosnian Serb forces.”

On behalf of the more than 350,000 North American Bosniaks, mostly victims of aggression against the Republic of Bosnia and Herzegovina and genocide against its citizens, of whom more than 30,000 live in Canada, CNAB and IGC request that the Srebrenica Remembrance Day be included in the motion known as M-587.

The Congress of North American Bosniaks, {CNAB} and the Institute for Research of genocide Canada {IGC} are surprised that Srebrenica Remembrance Day was not included in your motion M-587 that is currently before the House of Commons.

As you know the motion to establish a Srebrenica Remembrance Day in Canada was passed in the House of Commons by unanimous consent on 19 October, 2010.

I just wanted to let you know that I have raised your concerns with my counterparts in other MPs’ offices over the last few days, and Mr. Cotler spoke about the matter to Mr. Butt this afternoon.

In the end, it was agreed, for logistical reasons, to pass M-587 today without amendment, and to work on a separate Srebrenica motion to be passed in the coming weeks. I look forward to coordinating with you as we draft a motion and seek unanimous consent in Parliament.

In his remarks in the House earlier today, Mr. Cotler said: “Before I close, I will inform the House of a letter I received earlier this week from the President of the Congress of North American Bosniaks and from the Chairman of the Institute for Research of Genocide, Canada. They wrote to express their surprise that Srebrenica Remembrance Day and the related motion unanimously adopted by this House on October 19, 2010, are not mentioned in M-587, and they request that it be included. Indeed, Srebrenica Remembrance Day is the only genocide commemoration day recognized by the House of Commons but not specifically referenced in the motion before us. And I note parenthetically that the former Member for Don Valley West, Rob Oliphant, had introduced legislation in the last Parliament to recognize Srebrenica Remembrance Day in law. As such, I intend to introduce a motion in the coming weeks that will reaffirm the House’s recognition of the Srebrenica Massacre as an act of genocide, commemorated each year on July 11.”

Whereas July 11, 2015 is the twentieth anniversary of the Srebrenica Genocide, an act of genocide declared by the international Criminal tribunal for the Former Yugoslavia and the International Court of justice and,

Bosnia Calls On Canada To Fix 'Mistake' In Genocide Motion

OTTAWA - The Bosnian government is calling on the Canadian Parliament to correct its "mistake" of not including the 1995 Srebrenica massacre during its Friday recognition of 20th century genocides.

A leading Bosnian Muslim organization says it, too, is surprised that the House of Commons did not include the Srebrenica killings during its Friday debate and vote.

"My impression is that it is an omission and there is still enough time to rectify this kind of omission, or mistake," Fuad Didic, the charge d'affairs of the Bosnian embassy in Ottawa, said in an interview Monday.

Parliament unanimously passed the motion declaring April to be Genocide Remembrance, Condemnation and Prevention Month.

It cited four atrocities: the Holocaust, the 1915 Armenian massacre by Ottoman Turks, the 1932-33 Holodomor famine in Ukraine and the 1994 slaughter of ethnic Tutsis in Rwanda.

But the 1995 Srebrenica massacre of more than 1,000 Muslim men and boys was left out of the private members' bill tabled by Conservative MP Brad Butt that led to the motion.

They were among an estimated 8,000 Muslim men and boys killed in eastern Bosnia by Serb forces in 1995.

The United Nations has recognized the killings as genocide, the only time it has assigned that designation to a mass slaughter in Europe since the world body's founding after the Second World War.

"We need to listen to the voice of history and our hopes are that the Canadian parliament will not turn their back to the internationally verified fact," said Didic.

"Because the genocide in Srebrenica was internationally verified, proven and recognized."

The Congress of North American Bosniaks and the Institute for Research of Genocide Canada asked in a letter that Srebrenica also be included in the recognition.

Liberal MP Irwin Cotler noted the absence of Srebrenica in Friday's debate, but supported Butt's motion, saying he would introduce his own motion in the coming weeks to recognize the Bosnian tragedy.

"They wrote to express their surprise that Srebrenica Remembrance Day and the related motion unanimously adopted by this House on October 19, 2010, are not mentioned in (the motion), and they request that it be included," Cotler said.

"Indeed, Srebrenica Remembrance Day is the only genocide commemoration day recognized by the House of Commons but not specifically referenced in the motion before us."

Emir Ramic, of the genocide institute, said he was grateful to Cotler, fellow Liberal Stephane Dion, and New Democrat MPs Brian Masse and Paul Dewar for pushing forward with a motion to recognize the Srebrenica massacre.

Ramic said he was surprised the Bosnian tragedy was left out of Friday's motion given that the Commons unanimously voted in October 2010 to establish Srebrenica Remembrance Day.

July 11 is the 20th anniversary of the genocide.

The new motion being worked on by the opposition MPs also notes that the Canadian National Museum of Human Rights in Winnipeg has had a permanent exhibition commemorating the Srebrenica genocide since September.

We need to listen to the voice of history and our hopes are that the Canadian parliament will not turn their back to this internationally verified fact. The genocide in Srebrenica was internationally verified, proven and recognized.

The Bosnian Canadian Community along with many other national communities in Canada and many organizations for human rights and freedoms are united with the next proposal:

Brian Masse MP Windsor West—That, in the opinion of the House, and in advance of the twentieth anniversary of the Srebrenica genocide on 11 July 2015, Parliament should (a)  reaffirm support for former Motion M-416 passed in the House of Commons on 19 October 2010, which recognized July 11 annually as Srebrenica Remembrance Day in Canada, and (b) include the Srebrenica genocide, and Srebrenica Remembrance Day, as part of “Genocide Remembrance, Condemnation and Awareness Month” every April going forth as supported by the House in Motion M-587 passed by Parliament 24 April 2015.

This motion is reaffirming support for the former motion {M-416} and recognizing the 20th year remembrance. 

On July 11, 2015 is the twentieth anniversary of the Srebrenica Genocide, an act of genocide declared by the international Criminal tribunal for the Former Yugoslavia and the International Court of justice.

On behalf of the united Canadian Bosnian Community, I am calling on the Canadian Parliament to correct its "mistake" of not including the 1995 Srebrenica Genocide during its recent recognition of 20th century genocides. The Motion above will reaffirm the House’s recognition of the Srebrenica tragedy as an act of genocide. The Motion above will further enhance prestige and international standing of Canada as a dedicated supporter and advocate of human rights all across the world.

We would like to get this done as soon as possible.

It is surprised that the House of Commons did not include the Srebrenica Genocide during its debate and vote. That it is an omission and there is still enough time to rectify this kind of omission, or mistake. The United Nations and the International courts have recognized the Srebrenica killings as genocide.
