IGC press release
Last week the Institute for the Research of Genocide Canada (IGC) started an advocacy campaign calling on the Government of Canada through its Members of Parliament to join its NATO allies to condemn and sanction Mr. Milorad Dodik (the Serbian member of Bosnia and Herzegovina's tri-patriate presidency) for attacking the broader rule of law in the country and violating the Dayton Peace Accords in attempts to secede Republika Srpska (RS) entity from the core state institutions.
As Canada is a member of the Steering Board of the Peace Implementation Council created by the aforementioned agreement, the IGC and Canadians called on the Government to join its allies in sanctioning and condemning Mr. Dodik and to collaborate with Bosnia and Herzegovina's government authorities to ensure the preservation and stability of the country's territorial integrity and sovereignty. Canadians are sending a clear and firm message expressing their commitment to preventing another ethnic cleansing and genocide in Bosnia and Herzegovina.
The campaign titled "Urgent appeal on the political crisis in Bosnia and Herzegovina" has been a remarkable success in mobilizing the Government of Canada to voice its condemnation of the secessionist activities of Mr. Dodik. Through the initiative, Canadians sent more than a thousand letters to their local Members of Parliament in dozens of different electoral districts across the country.
In communications with IGC, the Government of Canada has openly asserted that Canada's vision for Bosnia and Herzegovina – to which it remains committed – is a "peaceful, economically viable and multi-ethnic democracy." The Honourable Filomena Tassi, the Minister of Public Services and Procurement, stated that "The challenge to Dayton framework is a threat to the stability of the country and the entire region."
It is also noteworthy that within the first week of the campaign, the Institute and the Canadians received a response from numerous other Government politicians and officials, including several Members of Parliament, namely, Mr. Peter Fonseca, Mrs. Marie-France Lalonde, Ms. Emmanuella Lambropoulos, and Mr. Brian Masse. Mr. Allan Rock who served as Canada's Ambassador to the United Nations and had previously served in the Cabinet of Jean Chrétien as Justice Minister and Health Minister, also publically supported the campaign. Mr. Rock's public condemnation and support of the campaign is a testimony to the severity of this crisis.
Therefore, while the political debate and developments in Canada regarding the crisis in Bosnia and Herzegovina are ongoing and more active measures are needed and expected from the Government to prevent Mr. Dodik, the Canadian leadership’s current stance is clear: Any challenge to the Dayton Agreement is a threat to the stability, sovereignty, and territorial integrity of Bosnia and Herzegovina – developments that are going against Canada's commitment to peace and stability in the country.
