Izmjene Izbornog zakona BiH na Vijecu ministara BiH o zatvaranju listi i povjeravanja integriteta izbornog procesa opstinskim izbornim komisijama

 

Kongres Bosnjaka Sjeverne Amerike (KBSA), i Institut za Istrazivanje Genocida Kanda su sokirani usvajanjem prijedloga izmjene Izbornog zakona BiH na Vijecu ministara BiH o zatvaranju listi i povjeravanja integriteta izbornog procesa opstinskim izbornim komisijama.  U ime Bosnjaka i zrtava genocida i etnickog ciscenja u BiH na podrucju sjeverne Amerike ostro osudjujemo ovaj postupak kojim se prvenstveno oduzima pravo glasacima u dijaspori da ostvare svoje pravo na politicko zastupanje u manjem entitetu u BiH.  Politizacija ovog prava od strane SDS I SNSD-a ukazuje da su celnici Republike Srpske, a posebno zastupnici ovih stranaka, protiv demokratizacije bosansko-hercegovackog drustva i protiv poretka nase domovine prema europskim gradjanskim standardima.

 

Zahtjevamo od Visokog predstavnika Valentina Inzka da poduzme korake protiv ove ocigledne opstrukcije povratnickih i gradjanskih prava, time sto ce dati do znanja da bi ovaj zakon bio ponisten jer onemogucava implementacuju Aneksa 7 Dejtonskog mirovnog sporazuma.  Neprihvatljivo je da se 17 godina poslije potpisivianja Dejtonskog sporazuma, jos uvijek nisu ostvarili adekvatni uslovi za povratak nesrpskog stanovnistva u manjem entitetu. 

 

Apelujemo na predstavnike u drzavnom parlamentu da blokiraju ovaj prijedlog kad bude predstavljen kao predmet za glasanje, i da time pokazu da nece dozvoliti daljnje narusavanje gradjanskih prava u manjem entitetu, posebno kad je u pitanju pravo na politicko zastupanje formiranjem jedinstvene liste.  Poslanici u drzavnom parlamentu moraju pokazati da se ne odricu cjelovite Bosne I Hercegovine, te da su na strani zrtava genocida, etnickog ciscenja,  povratnika, boraca i dijaspore, koji su zrtvovali svoje zivote i domove u odbrani cjelovite Bosne i Hercegovine. Usvajanje prijedloga za zatvaranje listi bi znacilo odricanje ideje cjelovite demokratske Bosne i Hercegovine, drzave svih njezinih gradjana, i uvreda svim zrtvama genocida i etnickog ciscenja u BiH.

 

The Election Law by the BiH Council of Ministers on the closure list which entrusts the integrity of the electoral process to municipal electoral commissions

 

The Congress of North American Bosniaks (CNAB), and the Institute for Research of Genocide Canada, are shocked by the adoption of amendments to the Election Law by the BiH Council of Ministers on the closure list which entrusts the integrity of the electoral process to municipal electoral commissions. On behalf of Bosniaks, victims of genocide and ethnic cleansing in Bosnia  and Herzegovina who currently reside in North America, we strongly condemn this procedure, which primarily deprives voters outside of Bosnia and Herzegovina to exercise their right to political representation in smaller entity, entity of Republic of Srpska. The politicization of this right by the political parties from entity of Republic of Srpska such as SDS and SNSD, indicates that the leaders of the entity of Republic of Srpska, especially representatives of the parties mentioned above, are against the democratization of Bosnian society and the civil standards of the European Union.

 

 We strongly insist that High Representative in Bosnia and Herzegovina, his excellency Valentin Inzko,  takes action against adaptation of these amandments whose goal is to obstruct and prevent return of  pre-war residents. It is clear that, if these amandments do become law,  the violation of civil rights would continiue with even greater intensity. Therefore, High Representative needs to make sure, and very clear that these amandments are canceled, if not for any other reason, than because they prevent implementacion of  Annex 7 of the Dayton Peace Agreement. It is unacceptable that 17 years after the Dayton Agreement was signed, we still did not achieve adequate conditions for the return of non-Serbs in the smaller entity.

 

 We call on the representatives in the national parliament to block proposed amandments when it is presented to them for voting, and that they showe they will not allow further escalation of civil rights violations in the entity of Republic of Srpska, especially when it comes to the right to political representation by creating a single list. The members of the national parliament must demonstrate that they are not giving up on a united Bosnia and Herzegovina; and that they are on the side of the victims of genocide, victimes of ethnic cleansing, returnees, veterans and on the side of those who have been displaced, on the side of those who have sacrificed their lives and homes in the defense of a united Bosnia and Herzegovina. We strongly urge representatives in the national parliament to be representatives of people of Bosnia and Herzegovina, representatives of those who want nothing else but democratic standards for all. We urge them not to be in use of dirty politics with unforeseeable consequences. Adoption of the proposal to close the list would mean giving up on ideas of full democratic Bosnia and Herzegovina, a state for all of it’s citizens, and an insult to all the victims of genocide and ethnic cleansing in Bosnia. Let’s make sure that the dark politics of the past do not become politics of the future.
