Statement of the Expert Team of the Institute for Research of Genocide, Canada regarding violations of human rights and freedom of Bosniaks in the smaller entity of Bosnia and Herzegovina

Data that international expert team of the Institute for Research of Genocide, Canada has received from Bosnia and Herzegovina in terms of Census 2013 confirm the earlier findings of the Institute for Research of Genocide, Canada that the Census didn’t follow the proper legislation. Due to noticeable flaws and violations of the laws and procedures in the way census was conducted has again threatened human rights and freedom of surviving victims and witnesses of aggression and genocide in Bosnia and Herzegovina. Institute for Research of Genocide Canada supports the protests and warnings about irregularities regarding census in the smaller entity of Bosnia and Herzegovina, where the obvious obstruction and manipulation around the rights and freedoms of Bosniaks took place. Be warned that human rights and freedom of Bosniaks in the Census 2013 are seriously disrupted.

The census will have the effect of solidifying the results of the aggression and genocide. It is one thing to suggest that the international community's actions are strengthening the division of Bosnia and Herzegovina, which in practice serves the interests of the leadership of the smaller entity of Bosnia and Herzegovina.

We emphasize that more than a million citizens of Bosnia and Herzegovina who were expelled from their homeland as a result of aggression and genocide are currently experiencing added crime through Census. Citizens of Bosnia and Herzegovina who were ethnically cleansed and now live all over the world are not being included in the Census as if they are nonexistent. This is again attack on their basic human rights and freedoms. Victims of aggression and genocide are once again being reversed. The new Census results can be of a prelude to a referendum for secession of the smaller entity. The consequences of such results can be a new war and the disintegration of the state of Bosnia and Herzegovina.

Bearing in mind the discriminatory provisions of the Census, given the significant gaps in planning, organizing and implementing the 2013 census, given the very large number of irregularities in the process and discriminatory attitude towards the Bosniak, bearing in mind that its results may have negative impact on the sovereignty, territorial integrity and unity of the Bosnian state and society and bearing in mind that this Census is not including hundreds of thousands of citizens of Bosnia and Herzegovina who now live in Diaspora and who have been, as a result of aggression and genocide expelled from their motherland, we question the results of the Census and ask the relevant international institutions to examine inventory process of gathering data in the Census and share their conclusive findings and decisions.

We will inform competent American and Canadian institution of violating human rights and freedoms in the Census 2013 process and request their involvement in the protection of the citizens of Bosnia and Herzegovina, whose human rights and freedoms are now threatened.

Bearing in mind the multiple discrimination that took place against Bosniaks in the Census, who now has lost its credibility, legality, and fairness, now may become a stumbling block and the focus of a protracted crisis. International expert team of the Institute for researching genocide , Canada, in cooperation with organizations for the protection of human rights and freedoms in North America calls upon the competent organs and institutions of Bosnia and Herzegovina and the international institutions responsible for the implementation of the peace agreement in Bosnia and Herzegovina, not to ignore the warnings of legal and legitimate representatives of the Bosniaks in violation of human rights and freedom of Bosniaks in smaller Entities of Bosnia and Herzegovina . The right to national name and language are fundamental human rights guaranteed in all relevant international conventions on human rights. We expect that the competent authorities and institutions of Bosnia and Herzegovina and the international community will seriously take the voice of protest of the International Expert Team of the Institute for Research of Genocide, Canada and accordingly correct mistakes and make sure that the results of Census becomes authentic and valid.

Izjava MeÄ‘unarodnog ekspertnog tima Instituta za istraživanje genocida, Kanada povodom kršenja ljudskih prava i sloboda Bošnjaka u manjem entitetu države Bosne i Hercegovine

Podaci koje je dobio  MeÄ‘unarodni ekspertni tim Instituta za istraživanje genocida, Kanada iz Bosne i Hercegovine po pitanju Popisa 2013. potvrÄ‘uju raniji zaključak Instituta za istraživanje genocida, Kanada da se Popis radio po diskriminirajućem Zakonu o popisu koji je ponovo ugrozio ljudska prava i slobode preživjelih žrtava i svijedoka agresije i genocida u Bosni i Hercegovini. Popis se odvijao uz primijetne nedostatke i kršenja zakonskih i popisnih procedura. Institut za istraživanje genocida, Kanada podržava proteste i upozorenja na nepravilnosti oko popisa u manjem entitetu Bosne i Hercegovine, gdje su evidentne opstrukcije i manipulacije oko prava i sloboda Bošnjaka.

Upozoravamo da su ljudska prava i slobode Bošnjaka u procesu popisa ozbiljno narušeni. Radi se o nastavku nasilnog etničkog čišÄ‡enja, ovoga puta putem popisa sa ciljem da se cementiraju u Dejtonu legalizovani rezultati agresije i genocidaIzražavamo nezadovoljstvo sa radom meÄ‘unarodnog monitorig tima, čiji pojednini članovi su pristrasno radili za interese jedne etničke grupe i time ozbiljno doveli u pitanje rad monitoring tima ali i validnost rezultata popisa.

Posebno ističemo da je više od million graÄ‘ana Bosne i Hercegovine koji su na silu kao rezultat agresije i genocida protjerani iz svoje domovine, popisom doživjeli novi zločin. GraÄ‘ani u dijaspori umjesto da budu popisani su ispisani iz svoje matične države koja im tako oduzima osnovna ljudska prava i slobode. Žrtve agresije i genocida se još jednom poništavaju. Takvi rezultati popisa mogu biti uvod u referendum za otcjepljenje manjeg entiteta. Posljedice toga su novi rat i raspad države Bosne i Hercegovine.

Polazeći od historijske i pravne činjenice da je izvršena agresija na meÄ‘unarodno priznatu, suverenu, nezavisnu Republiku Bosnu i Hercegovinu, ali i  na bošnjački politički subjektivitet kako bi se Bošnjaci protjerivanjem i ubijanjem eliminirali i neutralizirali kao politički subjekt i državotvorni faktor u Bosni i Hercegovini, imajući u vidu diskriminirajuće odredbe Zakona o popisu, imajući u vidu značajne propuste u planiranju, organizovanju i sprovoÄ‘enju popisa, imajući u vidu izuzetno velik broj neregularnosti u procesu popisa i diskriminirajući odnos prema bošnjačkom narodu u toku popisa, imajući u vidu da rezultati popisa mogu imati negativno dejstvo na suverenitet, teritorijalni integritet i jedinstvo bosanskohercegovačke države i društva i imjaući u vidu da se popisom ispisuje stotine hiljada graÄ‘ana Bosne i Hercegovine u dijaspori koji su kao rezultat agresije i genocida protjerani, smatramo upitnim rezultate popisa i tražimo od nadleznih meÄ‘unarodnih institucija da ispitaju proces popisa i donesu potrebne odluke nakon toga.  

Obavjestićemo američke i kanadske nadležne institucije o kršenju ljudskih prava i sloboda u procesu Popisa s i tražiti njihovo angažovanje u smislu zaštite graÄ‘ana Bosne i Hercegovine čija ljudska prava i slobode su ugroženi u procesu Popisa.

Imajući u vidu višestruku diskriminaciju Bošnjaka na popisu koji je izgubio kredibilitet legalnosti i pravednosti što može ostati kamen spoticanja i žarište dugotrajne krize, MeÄ‘unarodni ekspertni tim Instituta za istražvanje genocida, Kanada  u saradnji sa organizacijama za zaštitu ljudskih prava i sloboda u Sjevernoj Americi poziva nadležne organe i institucije države Bosne i Hercegovine i meÄ‘unarodne institucije zadužene za primjenu mirovnog sporazuma u Bosni i Hercegovini, da ne ignoriraju upozorenja legalnih i legitimnih predstavnika Bošnjaka na kršenje ljudskih prava i sloboda Bošnjaka u manjem enitetu Bosne i Hercegovine.  Pravo na nacionalno ime i jezik su temeljna ljudskih prava zagarantovana u svim relevantnim meÄ‘unarodnim konvencijama o ljudskih pravima. Očekujemo da će nadležni organi i institucije države Bosne i Hercegovine i meÄ‘unarodne zajednice ozbiljno shvatiti protesni glas MeÄ‘unarodnog ekspertnog tima Instituta za istraživanje genocida, Kanada i shodno tome ispraviti greške i učiniti sve da popis bude autentičan i validan.
