My statement to you.
Many Canadian friends joining appeal for Canada to condemn and sanction Mr. Milorad Dodik - the Serb Member of the Bosnian tripartite presidency who is destabilizing Bosnia and Herzegovina by withdrawing the Republika Srpska (RS) entity from state institutions, including border police, judicial institutions, and the armed force. Mr. Dodik’s violation of the Dayton Accord Agreement and the broader rule of law in the country is likely to lead to another ethnic conflict if he is not stopped. The last Bosnian War in the 1990s that the Dayton Accord Agreement ended, resulted in the genocide of over 8000 innocent civilians in Srebrenica, deaths of 100,000 citizens, and displacement of over a million Bosnians – many of whom are proud Canadians. As Canada is a member of the Steering Board of the Peace Implementation Council created by the Dayton Accord Agreement that Mr. Dodik continues to undermine, we call upon the government of Canada to join its NATO allies in sanctioning and condemning Mr. Dodik and to collaborate with Bosnia and Herzegovina’s government authorities to ensure the preservation and stability of the country’s territorial integrity and sovereignty. Given the urgency and severity of the crisis, several European countries are currently considering sanctions against Mr. Dodik and Canada has an opportunity to demonstrate leadership in this regard by joining the United States and playing a proactive and deterring role.
The Canadian campaign is underway. The first Canadian political leaders to support the campaign emerged. We are extremely grateful to Allan Michael Rock, former Canadian Attorney General and former Canadian Ambassador to the United Nations, who is a leading voice in genocide prevention and human rights advocacy in support of this important initiative.

On behalf of Honourable Filomena Tassi, thank you for your email and for your work in the analysis of crimes against peace, crime of genocide, and other grave breaches of international law.
With regards to Bosnia,  we are concerned by the decision by the Republika Srpska National Assembly to begin drafting legislation that would create parallel institutions in Bosnia and Herzegovina. This challenge to the Dayton framework is a threat to the stability of the country and the entire region. We encourage all leaders in Bosnia and Herzegovina to put aside divisive and escalatory rhetoric and instead move forward on reforms efforts and on building mutual trust. Canada’s vision for Bosnia and Herzegovina remains that of a peaceful, economically viable, multi-ethnic democracy. Canada is committed to supporting this vision.

Dear Hon. Filomena Tassi,

 

Please find attached the urgent appeal letter by the Institute for Research of Genocide Canada (IGC) sent to the Prime Minister of Canada, Justin Trudeau, regarding the current political crisis in Bosnia and Herzegovina. Your support on this matter is significantly needed and would be greatly appreciated. 

 

The Institute for Research of Genocide Canada (IGC) appeals to the Government of Canada to swiftly and firmly join our NATO allies to condemn and take measures against Mr. Milorad Dodik’s (the Serbian member of Bosnia and Herzegovina’s three-member presidency) calls for secession, violation of the General Framework Agreement for Peace in Bosnia and Herzegovina (Dayton Peace Agreement), and attacks on the broader rule of law in the country. 
Canada must collaborate with NATO allies, and Bosnia and Herzegovina’s government authorities to ensure the preservation and stability of the country’s territorial integrity and sovereignty.

 

The IGC is calling upon the Government of Canada to join the Governments of the United Kingdom, the United States, and Germany, to:

 

1. Firmly condemn the actions of the Bosnian Serb member of Bosnia and Herzegovina’s Presidency, Mr. Milorad Dodik
2. Collaborate with NATO allies to deescalate and strengthen security and stability in Bosnia and Herzegovina
3. Prioritize atrocity prevention in Bosnia and Herzegovina in Canada’s foreign policy

 

As a NATO member, and a leader in international peace and humanitarian efforts, Canada’s strong condemnation of the Serb Member of Bosnia and Herzegovina’s Presidency, Mr. Dodik, is urgently needed. From its peacekeeping force to its membership in the Steering Board of the Dayton Agreement Peace Implementation Council, Canada has historically played an instrumental role in upholding human rights and peace in the Balkans. Indeed, Canada’s exceptional and exemplary commitment to peace and security the world over has been at the forefront of its foreign policy – an approach immediately needed in Bosnia and Herzegovina today to prevent another wave of violence and ethnic cleansing, and ensure that “never again” would any people face the horror of genocide.

 

We hope this letter will trigger Canada's prompt action on this matter and that the Government of Canada will contribute to the prevention of another ethnic cleansing threatening this country.
