The Institute for the Research of Genocide Canada, as a non-governmental scientific research institution based in Canada, has launched an initiative through its International Expert Team to seek an advisory opinion from the International Court of Justice.

Our objective is for the court to issue its advisory opinion on the existence of the Bosnian entity Republika Srpska, legalized and constructed by the Dayton Peace Agreement, and otherwise produced on the basis of aggression and genocide against the Bosniaks a claim that the International Criminal Tribunal for the former Yugoslavia has already established and which has been upheld by the International Court of Justice in 2007.

Given the context, we have therefore drafted a letter to the International Court of Justice.

The Institute for the Research of Genocide Canada is currently exploring potential sponsors for the said letter. The sponsor can be any UN Member State or an authorized organization on behalf of the UN. The sponsor submits a letter to the UN General Assembly, which, by a majority vote at the time, sends a request to the International Court of Justice for an advisory opinion based on the sponsor's letter.

We believe that a positive advisory opinion, in addition to the already mentioned judgment from 2007, would be an excellent political and legal basis for reviewing the existence of the Republika Srpska entity. This action ought to be taken for the sake of justice. Moreover, it is a moral obligation and a responsibility of the international community to establish peace and security, which must begin with just and accurate verdicts.

In addition to the members of the International Expert Team of our institute, we worked on special consultations with Prof. Dr. Amra Sabic-El-Rayess and M.A Denis Suljić.
